To fully carry forward vast workers' master spirit and involve in company decision-making and management, on June 15, Guangbo 2013 staff congress was grandly held in the lecture hall of the company. Leaders like Dai Guoping, Shu Yaoping, Jiang Zhuguo and 83 worker representatives attended the congress.
On behalf of the company, Dai Guoping pointed out in his speech, 2013 is a year full of challenges. In face of new economic situation, the company united together, strive to explore, has gained phased achievements and promoted the enterprise smooth healthy development. Staff congress is the

of staff participating in the democratic management and

. Through the exercise of the rights endowed the laws and regulations, actively involved in the management work of the enterprise, thus to promote the healthy development of enterprises. This staff congress has its important historical significance in the company's transformation reform period.
According to the conference agenda, congress passed the vote of two regulations, "Measures for the management of human resources" and "Guangbo rewards and punishment regulations".
Vice secretary of party committee, union president Shu Yaoping pointed out at his speech, worker at the production line is the core and foundation of enterprise development. Staff congress is the fundamental form of staff exercising democratic rights and participating in enterprise management and supervision, the important channel for achieving scientific and democratic decision making.
